Overview...
On June 14, 2000, R.A. 8792 was enacted into law. It
prescribed for the establishment of a mechanism in all government offices
to address the use of electronic data messages, electronic documents and
electronic signatures within a period of two (2) years from its enactment.
Now, several years have lapsed and quite a
large number of government offices, including local government units,
have not yet complied with its mandate.
Less than ten percent (10%) of LGU's which have
computer units still do not have appropriate application software. Majority of
LGU's are dependent on their Internal Revenue Allotment (IRA) and have
insufficiently tapped their local revenue resources.
